Overview:
Primary Purpose:
The Chief Technology Officer, under the supervision of the Superintendent, provides overall leadership and direction in the development, and utilization of information systems and technology throughout the entire District. This is a cabinet level position.
Major Responsibilities and Duties:

Professionalism
The Educators’ Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community.

Instructional Management
The administrator promotes improvement of instruction through activities such as the following:
·         Directs and evaluates the Information & Technology Services and Instructional Technology Departments
·         Develops, implements, and controls the overall strategy and plans for the development, deployment, and utilization of technology to support the District in departments and campus’ operations
·         Coordinates the preparation and approval of resource plans and budgets in support of District objectives
·         Helping teachers design learning experiences for students utilizing technology
·         Encouraging the development and piloting of innovative instructional programs
·         Facilitating the planning and application of emerging technologies in the classroom
·         Facilitates the use of existing technology in the teaching/learning process
·         Provides foundation for developing student and teacher acceptance of future technological innovations
Organization Climate
The administrator fosters a positive school or organization morale through activities such as the following:
·         Assessing and planning improvement of the school, school district, or community environment
·         Reinforcing excellence
·         Promoting a positive, caring climate of learning
·         Using effective communication skills
Organization Improvement
The administrator promotes leadership in efforts to improve the school or organization through activities such as the following:
·         Collaborating in the development and articulation of a common vision of improvement
·         Encouraging appropriate risk-taking
·         Ensuring continuous renewal of technologies that impact curriculum, policies, and methods
·         Evaluates potential areas of improvement that can be achieved through new and improved systems in each functional areas of the District
·         Explores new technologies for future planning and potential implementation to include collaborating with industry on technology matters and innovations
Communication and Community Relations
The administrator promotes a positive tone for school or community relations through activities such as the following:
·         Fostering collaborative educational efforts among members of the total school community
·         Articulating the District mission and needs to the community
·         Seeking support for school programs; and involving himself or herself in community activities that foster rapport between the school district and the larger community
·         Services as primary District spokesperson for information management and technology
Personnel Relations/Management
The administrator manages personnel effectively through activities such as the following:
·         Delegating appropriately
·         Recognizing exemplary performance of teachers and staff
·         Encouraging personal and professional growth and leadership among the staff
·         Complying with applicable personnel policies and rules
·         Securing the necessary personnel resources to meet objectives
·         Evaluating the job performance of assigned personnel
Organization Management
The administrator manages administrative, fiscal, and facilities functions responsibly through activities such as the following:
·         Obtaining broad-based input for fiscal or financial analysis
·         Compiling reasonable budgets and cost estimates
·         Ensuring that facilities are maintained and upgraded as necessary
Professional Growth and Development
The administrator provides leadership in professional growth and development through activities such as the following:
·         Participating actively in professional associations
·         Conducting himself or herself in an ethical and professional manner
·         Disseminating ideas and information to other professionals
·         Seeking and using evaluative information for improvement of performance
Qualities of Effective Administrators:
·         Demonstrates a high level of personal integrity, a collaborative leadership style and high ethical standards
·         Keep informed of and comply with state, district, and campus policies affecting schools, including UIL rules, daily attendance, punctuality and confidentiality
·         Compile, maintain and file all reports, records and other required documents
·         Comply with the Code of Ethics for Texas Educators
·         Daily attendance is an essential function of this position
Supervisory Responsibilities:
Supervise and evaluate the performance of staff assigned to department
Define expectations for staff performance and observe employee performance, record observations, and conduct evaluation conferences with staff in accordance with local appraisal guidelines
Reviews and manages technology personnel, resources, and services to provide users with responsive and cost effective information and instruction systems
Make recommendations to superintendent or designee for hiring, transferring, assigning, termination, suspension, or non-renewal of campus employees in accordance with State and Federal Laws
Equipment:
Computer, scanner, video equipment, sound systems, projection system, digital equipment, handheld devices, wireless hubs, computer software programs and peripherals, teacher resource materials and equipment, printer, copier, fax and other equipment applicant to position
Environmental Factors:
Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces
Physical & Mental Demands:
·         Maintain emotional control under stress
·         Work with frequent interruptions
·         Work extended and irregular hours
·         Frequent walking, standing, stooping, bending, pulling and pushing
·         Occasional: Lifting and carrying 10-25 pounds frequently, 25-40 pounds occasionally, more than 45 pounds infrequently with assistance; Pushing /Pulling 10-35 pounds sporadically
·         May be required under specific circumstances to provide physical restraint of students in danger of causing harm to themselves or others
·         Occasional district wide and statewide travel
·         Use computer for prolonged period resulting in repetitive hand motions

Qualification:
Minimum Education/Certification:            
Texas Principal or Mid-Management Certification
Special Knowledge/Skills:           
Successful experience as an administrator or in a leadership role in instructional technology
Knowledge of principles and theories of computer science, computer systems, applications programming and development, information systems security, disaster recovery, and computer network and processing operations
Knowledge of comprehensive, state-of-the-art-technology components and technology integration in teaching/learning curriculum framework
Knowledge of applicable laws and regulations as they relate to technology issues
Strong/superior analytical evaluative and problem solving ability
Understanding of the potential uses of relational database applications and potential linkages of multiple such systems
Understanding of work flow/dataflow concepts and how to apply those to an information system
Strong interpersonal/relationship management skills
Understanding of data-driven decision making
Understanding of and background in networking and wireless coupled with knowledge of the type of applications that run over these networks
Understanding of data warehousing, MDM, relational database applications and integration techniques of multiple such systems
Experience: 
                Three (3) years’ experience as principal/central office administrator required
